QA Support
The TSC team is highly experienced in applying engineering and analytical techniques to processes and products used in the design, development, fabrication, and manufacture phases that results in quality products.  
 
TSC provides NSPO Product Group Director (PGD) advisory assistance with the functional quality assurance disciplines and technical liaison in the area of IPT support.  
 
TSC/Bird advises the Nulka Joint Program Office on Quality Assurance issues during formal and informal program reviews at the Navy Program office as well as the prime contractor’s and subcontractor’s facilities. TSC evaluates the capability, facilities, receiving inspections and process controls of potential hardware suppliers through site visits and analysis of manufacturing process data, reviews vendor quality assurance plans. TSC has provided subject matter expertise during two major production audits at the Nulka Payload vendor’s facility. TSC has assessed RMA&QA reports from Nulka prime and subcontractors, analyzed failures that have occurred during Nulka section production and round build-up, and evaluated the adequacy of failure data collection systems, procedures, and utilization techniques to identify & resolve problems. TSC has assessed many of the Nulka Payload test plans/procedures, including incoming inspection, functional test at all levels, burn-in tests, Category A (QCI) & B (PCI) tests and all reliability & maintainability tests.  
 
TSC/Bird has provided Quality Assurance expertise to the AEGIS program office in review of newly introduced production/fabrication processes, failure free acceptance and electronic stress screening results, and established the operational phase data collection, feedback, analysis, and corrective action system.  
 
On the PHALANX program, TSC/Bird Associates developed a quality assurance “template” document to provide a consistent guide to prime vendors and subcontractors engaged in design and production activities program-wide. These requirements have since updated through the changing times to reflect the Acquisition Reform Initiatives. TSC/Bird is the author and custodian of this document, titled “General Specification of Life-Cycle Product Assurance Program Requirements for the MK15 Phalanx CIWS” (OD 59248). This document specifies all necessary program requirements for the life cycle product assurance program, including all necessary development, production, and support activities and suggested means of implementation. Scope and methods are adaptable based on the nature of the product (developmental, non-developmental, commercially available, etc.) and design complexity, and can be tailored based on evidence of contractor’s proven processes.  
 
TSC/Bird has experience in performing on-site vendor surveys in the PHALANX program to assess quality issues, process inspections and testing. We have served as advisor to the program in all test and evaluation efforts in the capacity of planning, and in the evaluation of design and production qualification test results. TSC engineers participated in planning and conduct of Functional and Physical Configuration Audits of the PHALANX Block 1B Thermal Imager (PTI), Electro-Optical Stabilization System (EOSS), as well as a Quality Audit of a PHALANX system overhaul. TSC has assessed and provided recommendations to enhance the fidelity of manufacturers Failure Reporting and Corrective Action systems and databases, and acted as technical and quality assurance advisor in Failure Review Board activities and quality analyses of production issues.  
 
 
As an ISO 9001:2000 certified company, Sabre has an intense focus on quality services and continuous improvement. On contract N00421-99-A-1279, Sabre QA Specialists ensure the quality, ISO 9000 compliance, software configuration, timeliness of services, and conduct SEI level follow-up on all quality concerns for the NAWC-AD MSA Laboratory.  
 
EG&G provides QA support to Navy and Marine Corps weapon systems and weapon control systems in order to assist and conduct system safety engineering activities for both developmental and deployed environments. Specific programs that have been supported to date include SOF Munitions and RAM. EG&G provides QA support for CEC, NFCS, NULKA, SSDS, SGS/AC, GWS, and RAIDS. EG&G is compliant with the FAR Clause requiring higher level quality, and is ISO 9002 certified. EG&G maintains the NAVSEA 04QX AIT Quality Certification for AITs and implements QA Management Plans to ensure first time quality.  
EG&G also provided QA support for the analysis of premature cell failures in the ASDS battery system. This support applied senior level systems and chemical engineering expertise to design and conduct failure analysis (FA) experiments and tests to determine root cause failures and corrective actions such as design or manufacturing changes to improve battery performance and reliability. EG&G also provided QA and FA support for the design improvement of the AN/SPS-73 navigation radar pedestal. This support included the design and conduct of finite element analysis (FEA) of the pedestal design as well as mechanical engineering programmatic support for the shock test of the improved design.
